ANNOUNCED, NOT YET OPEN. Unveiled by Economy Minister Luis Caputo on 2 Oct 2026; the government says applications will be accepted during Q4 2026. Two routes for the main applicant: a US$350,000 non-refundable contribution to the National Treasury, or subscription of a US$800,000 government bond created for the programme (press reports say it must be held 7 years - not yet in official text). Spouse and minor children can be added; a family of four totals about US$500,000. Vetting by the Agency for Citizenship-by-Investment Programmes with SIDE (intelligence), UIF (financial intelligence) and the Security and Interior ministries; funds must come through the formal financial system. LEGAL RISK: the scheme rests on DNU 366/2025 (amending Citizenship Law 346) and Decree 524/2025. Several federal courts, including the National Electoral Chamber (June 2026), have held the decree's citizenship provisions unconstitutional in individual cases, and opposition bills filed in both chambers (Aug-Oct 2026) would ban CBI or void grants, without refunds of non-refundable contributions. Final rules, fees and opening date are unpublished; do not commit funds until the programme formally opens and the legal position is clear. Separate from the 2-year naturalization route.
