Yes. The Chancenkarte is an Aufenthaltserlaubnis under §20a AufenthG, and §9 — which sets the five years for a settlement permit — excludes nothing and halves only study and vocational-training time. So opportunity-card months count in full. Note the card's own limits: up to one year as a Such-Chancenkarte, extendable once by up to two years as a Folge-Chancenkarte, and no further extension in that form — you convert to a work permit or EU Blue Card. Citizenship at 5 years - the three-year fast track for special integration was repealed (§10(3) StAG now reads 'weggefallen'); Germany now allows dual citizenship.
