Partly, by statute: §9 AufenthG counts time spent studying or in vocational training at HALF toward the five years needed for a settlement permit (Niederlassungserlaubnis). So a three-year degree contributes eighteen months, and the post-study work permit then counts in full. Citizenship follows at five years - the three-year route for exceptional integration was repealed (§10(3) StAG now reads 'weggefallen'); Germany now allows dual citizenship.

Germany's low-cost education route. Public universities charge NO tuition nationwide (exceptions: Baden-Württemberg ~€1,500/semester for non-EU; a few Bavarian universities such as TUM). The student visa needs a blocked account of €11,904/yr (~€992/mo, 2026) as proof of funds. After graduating, an 18-month permit lets you find qualified work → work permit/EU Blue Card → settlement → citizenship in ~5 years. Germany now allows dual citizenship.
