Created by the Economic and Financial Measures (Miscellaneous Provisions) Act 2026 (Act 13 of 2026), with Economic Development Board guidelines published Aug 2026. The applicant gives a written undertaking to invest at least US$1M in Mauritius within the first 12 months, in a business activity in a priority sector (for example financial services, fintech, ICT, tourism, manufacturing, healthcare, education, renewable energy or the blue economy); residential property under EDB property schemes does not count, and initial income must come from outside Mauritius. The first visa is a renewable 2-year e-visa covering spouse and dependent children; once the investment is made, holders can apply for a Permanent Residence Permit. Target processing 5 working days.
