Notes

Open to anyone who finished an accredited Dutch bachelor's, master's or post-master's programme (at least 10 months) or a PhD in the Netherlands, and applies within three years of graduating. The permit gives a full year of free labour-market access — no work permit, no employer sponsorship, no income to prove. Application fee €254 for 2026. The catch is structural rather than financial: the IND classes both study and the orientation year as temporary purposes of residence, so the years do NOT count toward naturalisation. The value is the conversion window — a year to land a highly-skilled-migrant job, which IS a non-temporary purpose and does count.
