The CIU's own FY2024/25 annual report shows the programme tightening sharply: applications received fell from 5,642 to 2,957 (-47.6%) while decisions more than doubled from 1,248 to 2,633 (2,278 granted, 355 denied). The denial rate rose from 6.2% to 13.5% year on year — due diligence is visibly biting, so budget for the possibility of refusal rather than assuming approval.
