USD 1,000,000 non-refundable, payable ONLY in BTC or USDT to a designated government wallet — capped at 1,000 applicants a year. The crypto-only rail is the whole problem for mainland applicants: crypto trading and exchange are banned in China, and USD 1m is far beyond the ~USD 50k/yr SAFE individual quota, so funds must already sit offshore in a legitimate, documentable form. Source-of-funds evidence is required. El Salvador taxes residents territorially and levies no capital gains tax on Bitcoin, but that treatment follows residency, not the passport. Spouse and minor children are included; parents are not.
